New AI Test Bed for Businesses

The European Union and the Philippines launched a new artificial intelligence (AI) Industry Lab on 22 October 2026. This initiative, announced at the 2026 AI Forum in Makati City, aims to allow companies, particularly micro, small and medium enterprises (MSMEs) and startups, to evaluate AI solutions before committing significant capital.

The Department of Science and Technology (DOST) will establish the facility as an allied laboratory under the Philippines' National AI Center for Research and Innovation programme. The primary goal is to lower the financial risk and adoption barriers for firms exploring AI deployment.

Access to Infrastructure and Expertise

The new lab will serve both Philippine and European companies, providing access to essential AI infrastructure, cloud services, and diverse datasets. These datasets include Earth-observation information from the EU's Copernicus programme, alongside data from DOST initiatives.

Beyond technical resources, the facility will connect businesses and innovators with technical specialists, innovation advisers, and European technology expertise. This support will be facilitated through European Digital Innovation Hubs and AI Factories, fostering direct collaboration and knowledge transfer.

Part of Broader Digital Cooperation

This "test before invest" model aligns with the Philippines' National AI Strategy and forms a key part of the EU-Philippines digital cooperation. This broader collaboration falls under the EU's Global Gateway Strategy, which the European Union stated now totals €40 million.

The initiative also seeks to develop practical AI applications across vital sectors such as energy, health, environmental protection, and disaster resilience. It further promotes technology standards, drawing on European practices in interoperability, cybersecurity, data protection, and intellectual property.

Lowering AI Adoption Risk for Firms

For businesses in the Philippines, particularly smaller entities, this lab significantly reduces the financial exposure associated with adopting new AI technologies. By enabling pre-investment testing, companies can ensure AI solutions are effective and suitable for their operations before full-scale deployment.

This could accelerate digital transformation, enhance operational efficiency, and drive innovation across various industries, ultimately strengthening the competitiveness of Filipino enterprises in the regional digital economy. The promotion of EU standards also offers a pathway for promising AI products to attract investment and enter new markets.
